National health accounts of Armenia, 2019

National Health Accounts (NHA) represent the flow of expenditures in both the public and private sectors of the country’s healthcare sector. It describes the sources, use and flow of funds in the health sector. Health services in Armenia are funded from the following sources: the state budget of the Republic of Armenia, the budgets of local communities, external donor organizations (international organizations), humanitarian aid, private organizations, household funds and other sources. These funds are passed directly or indirectly to financial agents, and from there to final health care providers. The World Health Organization (WHO), based on the need for international standardization of health expenditure accounting, has developed a methodological guideline for the compilation of NHA in cooperation with the Organization for Economic Co-operation and Development (OECD) and the European Statistical Office (Eurostat). Based on the above methodology, national health accounts have been compiled in Armenia since 2005. The World Health Organization, the Organization for Economic Co-operation and Development (OECD) and the European Union Statistical Office have developed a new methodology for the Health Systems Accounts (2011 Edition) as an internationally standardized methodology for estimating healthcare costs. The Ministry of Health of the Republic of Armenia & The headquarters of the World Health Organization (born in Switzerland, Switzerland) in 2015 signed a Memorandum of Understanding to support the introduction of a new methodology of the Health Accounts System. 2014 National health accounts in Armenia are already compiled in accordance with the requirements of this new standard.
